The evidence provided is not clear, those flicks are regular and smooth due to his low ping.
Also he received some warns for lag/jitter on the server during the regular time of the report... When someone low ping gets jitter warnings or lag, it highly increase teleports like that. On higher ping players it barely happens.
The report is denied.
