Did you consider checking his ping? it's always recommended to check the ping of someone whos teleporting/lagging/warping etc it helps to confirm wether it's something or not while close range with rpg is clear Niko will be taking care of it.

Feveroff was running away to avoid close range and the RPG even did not hit you. Considering these points, we admins have decided to deny this report after discussion.
