Noobra..... will be warned verbally since it happened only once and he even apologized to you, so it looks like he didn't intend to evade the death and was probably unaware of his hp but he still needs to be careful so a verbal warn will be given to him, however no punishment will be issued against the other guy because it's unclear that he was in a combat with you or was randomly standing there.
