Suggestion:

Right now, there is no WRITTEN rule that prohibits usage of molotovs under a certain HP value. This means that any bug (not direct death evasion) can result in a "death evasion". For example:

This happened to me - I threw a molotov AWAY from myself towards a player, but the player was running towards me. This resulted in the molotov bouncing back from that player to me, killing me in a few seconds to my "low" hp.

Players have accused me of death evasion because of this bug, but for some reason admins aren't willing to write down this rule despite not ACTUALLY death evading.

And I'll say that again - if a player throws a molotov AWAY from himself and he does not run into the flame - that is not death evasion. Only this type of bug.

Just make a rule and stick with it.

The rule states

Such death evades fall under the category of "certain death evades". The one you mentioned is caused by VCMP desync/bug.

Since your suggestion is already part of rule, I will mark this as denied.
