The player does not need to have spawned the car, with simply wg a car that is not in their initial spawn being considered wg. such as the report of fallen.  https://asian-city.net/index.php?topic=895.0

The Car glitch is allowed through the government spawned vehicles, (Not those spawned by anyone not just a targetted player) It means no matter who spawned it if a player is taking it for his sheild it's considered Car glitch which is why Wizz shall be Warned.
